"description": "Route McHarbor workflow, alert, and backup events to a Signal phone number via one of four connection methods selected at channel-config time: official signal-cli-rest-api (POST /v2/send with optional HTTP Basic auth), token-based Signal bot server (POST /message with Bearer token), signald daemon JSON-RPC 2.0 API (POST /v1/accounts/<account>/rpc), or a no-auth community relay (POST /send). The plugin handles Test (cheap credential round-trip) and Send (real message to the recipient) \u2014 Signal gateways use pre-registered numbers + bearer tokens, so there is no OAuth flow. Adds the channels:use-comm-signal permission so operators can grant 'send alerts via this channel' as a discrete, auditable capability.",
